I have tried twice to respond to you with a nice detailed message but
something goes wrong and it won't post so! I'm going to simply say I cannot
install Security Update for Microsoft .NET Framework, Version 1.1 Service
Pack 1 (KB928366)!

Well - if you have .NET Framework 1.1 installed (you likely do given the
information you have) and you plan on keeping it installed (perhaps some
applcuiation you have installed uses it - very likely) then you should
install all the patches and updates for said software. Son in the case I
have laid out - the answer would be 'Yes, you need Security Update for
Microsoft .NetFramework, Version 1.1 Service Pack 1...'

Now - although you didn't ask anything else - you did lay out your scenario.
Casual observation along with experience with the OS and even the problems
you lay out as having lead me to believe your machine does have problems
(and although it is evident from the installation of a Microsoft product -
the problem is with your machine and your stuff - the update installs for
thousands or millions of other people with no problem.)

You also did not ask "why" you should install Security Update for Microsoft
..NetFramework, Version 1.1 Service Pack 1, but I can easily volunteer that
information as part of my answer. It includes more than 90 fixes for .Net
Framework 1.1.
