To open a Command Prompt go to Start > Run > type in cmd and then click
OK or press Enter
Copy the command shown on the above page and then *right* click after
the prompt, choose Paste, and then press Enter.
IF Automatic Updates still stays at Disabled then there is a serious
issue going on. Either there's 2 software firewalls running at the same
time, there is malware resident on the system, or you need to do a
Repair Installation.

Any ideas?
