Ok, I went and read stuff on the crypto service, and found this KB article
provided by Ottmar:

Here are my results from following lots (but not all) of the article. I only
completed the first 5 or 6 steps before I gave up. I was getting way to deep
into messing with the software distribution system for my taste.

1. rebooted, renamed edb.log, tried winupdate, KB950974 upgrade install
failed.

2. Cryptographic service was already set to automatic. I restarted it
anyway. Upgrade failed.

3. stopped cryptsvc, renamed catroot2, start cryptsvc, reboot (saw new
catroot2 dir), upgrade still failed.

4. Unregistered, rebooted, and reregistered all those crypto dlls, upgrade
still failed.

5. Removed hidden attribs on windows\system32\catroot2 folders, upgrade
still failed.

6. I abandoned this procedure, since the next steps involved disabling
trusted publishers and blowing away the distribution databases, etc.

Instead I just got up my gumption and removed the KB950974 update using
Add/Remove Programs. The security fix was removed (no longer in the list),
but the next upgrade attempt--after a reboot of course--still failed.

So I think I'm at the end of my rope. One last thing to try is to download
the KB fix directly, instead of going through wupdate website or automatic
overnight installs. I will report back in a few minutes.
