Windows Update SP3

I have intalled the windows update SP3 3 times and each time, when it
restarts it gives me a message that it can not start windows only in
safe-mode. I have had to recover my system all 3 times to the original
factory settings to get it to work properly. I have shut off my automatic
updates because of SP3 causing my computer to fail. Please advise on this
issue.
