My IE suddenly has the yellow top bar that says "Internet Explorer is
currently running with add_ons disabled."


Looks like something has changed the shortcut to include
the -extoff switch on the iexplore.exe command line
for whatever you are using to launch IE.

You should still be able to start iexplore.exe manually
without that switch. E.g. Run... (press Win-R and enter:)

iexplore.exe -nohome


I followed the instructions but in
TOOLS the "manage add-ons" is greyed out so I cannot even adjust it.


That's normal for that mode.


I was unable to get email support from Microsoft because I couldn't use the
active x without the add ons.


If you have a Favorite set up for that you probably could have
done it by closing all IE windows and starting the Favorite from
the Windows Start menu. E.g. that would start a new iexplore.exe
task and bypass a faulty shortcut. Sometimes doing that starts
a new iexplore.exe task anyway in which case closing the other
IE windows would be unnecessary.



I am at a loss here. Can someone assist?

in the IE General newsgroup or a newsgroup
which is specific to your OS (which you have not
disclosed.)
