ok i went here and followed the link for north america and chatted with nino
who told me to go to a different place they told me to go to here Microsoft
Windows Update (All Languages) and fill out a report which i did i am waiting
for response.

At least they can clarify if the update applies to you or not (you said you have V8.5).
