NO. Robear's is telling you to install an antivirus prior to connecting the system to the internet.
Frankly speaking, I would NOT install Norton on any Windows OS, but that's your choice.
Do NOT install Norton prior to SP3 being offered from either Automatic or Windows|Microsoft updates.
Either use the Windows Update link on the Start Menu or open IE, click Tools, Windows Update to see if SP3 is offered.
* Install all offered updates EXCEPT SP3 *
If SP3 is offered, then suggest you download the stand-alone package from here and *save* it:

Do the steps that apply to your system, then install SP3.
After SP3 is installed, then install an antivirus.
Free, effective AVs are Avast and AntiVir. Neither effect performance nor cause issues like other AVs are wont to do.
