Updates are not installed successfully from Windows Update, from Microsoft Update, or by using Automatic Updates after you repair a Windows XP installation:

NB: Also applies to clean installs, upgrade installs, and Recovery installs.

PS: Where did you get the WinXP CD that "included SP3"? Was SP3 slipstreamed onto the CD?

It looks like "Cumulative Security Update for Internet Explorer 6 for
Windows XP (KB950759)" and "Security Update for Windows XP (KB951748)"
have downloaded and been installed when I, and the PC, shut down at
bedtime. The second of these "Security Update for Windows XP
(KB951748)" NEVER appeared in the list of files for download.

The IE7 upgrade gets one mention but is not downloaded.

Regulation: {9482F4B4-E343-43B6-B170-9A65BC822C77} - Update
C44BF113-A360-47C2-93AD-D90FB0F29C70 is "PerUpdate" regulated and can
NOT download. Sequence 6820 vs AcceptRate 100.
"Update is not allowed to download due to regulation."

I still have Automatic Update is set at Notify.
