technogranny, I could not solve the issue myself, so I eventually created a
free tech support incident with Microsoft through support.microsoft.com. MS
Tech Support tried several things to no avail. They eventually gave me a
full ultimate install product key and I reinstalled ultimate from scratch.

I've tried your solution below, but have no pending.xml file, and all of KB
articles that I believe have been recommended by the forums and I'm at a
complete loss of what to do next.
Can you help? BTW, McAfee is unable to enable on-access scan, too, I
believe from the same problem.

2. Press ENTER.
3. Locate and right-click the pending.xml file.
4. Click to select Properties.

8. Try to delete the pending.xml file again.

Try to open wsus admin page and I get the following error "Service
Unavailable".
Go to IIS Manager and try to browse the page and I get the same error.
