Tech-Archive recommends: Fix windows errors by optimizing your registry

Uninstall XP SP3, then reinstall without the Anti virus etc running in the
background.
If necessary download the full file.
Be aware that if you install SP3 over IE7 you will not be able to remove IE7.

Also grab the update for Nortons that goes with SP3.

No I did not reinstall WinXP prior to installing sp3.

Norton Internet Security and Anti VIrus were running during install of Sp3.
