You didn't disable Defender *and* your McAfee application(s) before installing SP3?

Once DEFENDER was removed, followed by a restart. SP3 then installed without
a problem.
I was running both Defender & McAfee. But I think I'll rely on McAfee for my
security now and not bother to reinstall Defender
