Since both threads date from over a year ago, I very much doubt an update for Vista has anything to do with the problems.

For some unknown reason, Vista's "System Event Notification" service just
starts failing. With that, no web traffic will work, and the computer
becomes useless. I ran the "sfc /scannow" utility, and that did not fix it.
I tried running a system restore, but it does not work (likely due to the
same problem).

Question 1: How do I fix this?
Question 2: What is causing this?
