That's because this is XP Home Edition.
You can access the Security tab by booting to Safe Mode and logging on with the Administrator account.
C:\Documents and Settings\All Users\Documents <--- this is the folder that needs the Permissions edited.
The Administrator account should have all Permissions checked except for
Special Perms.
System should have the same settings as the Admin account.
Everyone and Power Users have the same settings EXCEPT for Full Control.
The above settings are when Simple file sharing is Enabled.
Simple file sharing *should* allow access to the Documents subfolder.
Folder Options > View > Advanced settings
Scroll all the way down to the bottom of the list to enable simple file sharing.

Thanks for the reference. I read that, and several dozen related things, but still can't get it to work..
I do have a documents folder that I, the administrator, apparently do not have access to. According to what I read, I should go to the folder properties and open the security tab. But there is no security tab when I go to properties. One reference said that in that case I should open folder options then view tab then uncheck Use Simple File Sharing. But under folder options there is nothing like this. I cannot find anything that says "simple file sharing."
Again, any help/suggestions will be greatly appreciated.

Are you attempting to install SP3 via Windows Update or manually?

Free unlimited installation and compatibility support is available for Windows XP, but only for Service Pack 3 (SP3), until 14 Apr-09. Chat and e-mail support is available only in the United States and Canada.

I installed the SP3 on two of my computers, but cannot get it to install on

This has happened three times. Any suggestions as to what I can do?
