You probably need to get Subinacl.exe, make a Reset.cmd file
and run it - exactly as Method 3 instructs you to do at this link:
http://support.microsoft.com:80/kb/949377
You've probably already tried that link's Methods 1 & 2.

Yes it does say access denied. I'm sorry I thought I put that in the first
message

I have been trying to get the new Service Pack 3 to install on my
computer for days.
I have even tried to download the update more then once thinking I
downloaded a corrupt file. It will run through the installation of
the files then it tells me it's not allowed. It then tells me that
there was a service pack 3 setup error, and that the install did
not complete. After I click 'ok' windows runs the removal wizard
and uninstalls everything that it already completed. This has
happened several times already. Has anybody encountered this
already. If so how do I fix it. The computer is running fine but
I've had to shut off the automatic updates until this get fixed......
Does it say, "Access Denied"?
It is very important you give the exact error message...
