May be, but once again, that's not a normal behaviour.
Disabling necessary Windows/Microsoft services and/or running "Tuning/Cleaning"
tools and/or "Security Software" preventing the access to these files may be
the cause. OTH, the folders in question

are dated "some time" in the past and since no other folders with a actual
date are showing up, ... ;)
