failure to install windows 2000 service pack 4

my pc is using windows 2000 professional os. after download the above
critical update, while installing the update, error message appear.

service pack 4 setup error

the file c:\winnt\system32\drivers\atapi.sys is open or in use by another
application.

close all other applications and then click retry.

what should i do? i click retry, & still cannot continue the installation.
