Update for KB 947864 failing

I'm builind a new XP PC for a new hire and I updated it to SP3 and then did a
Windows Update. The last update that it found is a security update for IE7
based on KB 947864. I 've tried several times to install this update. Iused
a domain admin logon and the administrator logon, but no success. It does
not even give me an error, it just says it failed. When I went to the update
history, the failed update was not even listed. I usually depend on that to
determine what is wrong. Does anyone know of a incompatibility between this
update and SP3? For the present I just hid the update, but that is less than
desigable. any suggestions for how to approach the problem? With no error
message I'm at a loss.
