Assuming you're referring to Vista SP1 and a Hebrew-language version of Vista is installed, the Hebrew-language version of SP1 has not been released yet.
Windows Vista Service Pack 1 is not available for installation from Windows Update and is not offered by Automatic Updates: Cuase #2
