Check settings:-
In IE - Open Tools | Internet Options | Security
Click Custom
Turn on the Information bar for ActiveX controls -
If you scroll to the ActiveX controls and plug-ins section then under Automatic prompting
for ActiveX controls - click Enable.
I have assumed that you are using WinXP Sp2
Possibly also check to see if you have the latest WUAgent
A new version of the Windows Update Agent is available
