Could someone suggest some simple steps to fix this?


That seems unlikely. Also, I suspect that you may get more informed help
from a newsgroup which specializes in security for your OS.


Searching for solutions seems to suggest that many of us here,
and on Google, are having the same problem.


Gross hyperbole. The only other messages in my cache at the moment are all
"Me too!" type posts which thank an earlier poster for providing a solution
to a common symptom.


I've tried starting and stopping services, following
complex directions, likewise registering dll's
nothing fixes it.
Every attempt gives just the same list of failed updates.
Why can't Microsoft solve this?


Why can't users properly document their problem cases?
E.g. if I knew your OS I could have cross-posted this reply to
a newsgroup which specializes in security for it. ; )


Or at least supply a download that patches the problem?

Strictly on the basis of the error code my guess would be
that your machine has a problem not the patch. In fact if you looked
in the logs for the context of that code you might find some more explicit
clues about your symptom.

BTW one common cause of problems with certificates in general
which the article unfortunately doesn't mention is incorrect date
on the client computer.
