No. Read the KB that PABear linked you to, please.
..NET 1.1 and .NET 2.0 are NOT related. They run side by side.

Installing one is not required in order to use the other.
There must be software installed on your system that requires either Framework in order for it to run.

If there is not, do NOT install it.
