0X80070005 refers to a Permissions issue. It appears that 'something' is preventing either the updating or installation of msxml3.dll.
Specifically, WHAT is claiming that msxml3.dll is missing and how are you determining that 'it is listed ' ?

I have yet to find anything that works for mine as it also claim that MSXML3.dll is missiing yet it is listed. It also gives an Error number after it 0X80070005. I did have it fixed at one time but it seems that every time I try to update now it gives me the same grief. This problem has been going on now for about 2 months. I haev found that the wuauserv service is causing the problem. I have set the service to "manual" instead of starting automatically and it has fixed my problem. Don't know if this helps. It's at a least a temporary fix

Awesome! This fixed my problem. You should definitely try it if you can get to the Windows Update page and then nothing happens while the site searches for your updates.
