In plain English ... an update that is contained within the update package failed to install. Well, duh, no kidding. What's with the 'Pending_Victim' reference ?

OK, now we've at least have a log to check out. CSI is related to Component Based Servicing. If you dare, open the CBS.log located in %windir%\logs\CBS\cbs.log
I haven't seen that many logs of this type but the ones I have seen can grow sizeably when there are repeated update installation failures.
One, to 15 MBs in 2 days. [ easy to say, hard to type <w> ]

As in Win XP, there appears to be corrupted data in the %windir%\SxS subfolders that is preventing the update from installing.

Perhaps running the System File Checker might alleviate this issue ? :
