I should point out that this is not a 'repaired' XP installation. Although
the process of restoring from an image may produce a similar condition, but
as you can see from my last post, it doesn't appear to be the source of this
problem.

You might need to update the WU client.
Updates are not installed successfully from Windows Update, from Microsoft
Update, or by
using Automatic Updates after you repair a Windows XP installation
