Policies to restrict something?
Anyway, have a look into the registry, the heart and soul of Windows:
HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows
exists? If true, is there value named "Windows Update" and set to "1"?
If true, set the value to "0" (zero) or delete the "Windows Update" value
there.
