See if you can update the Windows Update software by opening Internet
Options in the Control Panel [with IE *closed*, please]
Click the Programs tab
Click the Manage Add-ons button
Locate WUWebControl Class and click once on it to highlight it
Now click the Update ActiveX button
[The above works in XP, not sure about Vista]

Did the ActiveX component update successfully ?
If yes, than see if IE can access the Windows Update site now.
