My understanding is that in Vista you can change languages in the Business and Ultimate versions. BTW Vista Enterprise is a Volume License version and the general public is not likely to have this version of Vista.
But the MUI pack that is needed to change the language versions are not free. That is my understanding.

It is "free" for Vista Ultimate and Enterprise..
I have the same problem here, the list with available language packs is gone
