Windows Vista update problem while installing language packs



I have problems installing language packs on windows vista ultimate. All
patches except the language packs are applied at the time of writing
(2007-08-13).

I have tried repeatedly to install the offending language packs
Chinese (Hong Kong S.A.R.)
Chinese (Simplified)
Danish
Dutch
Finnish
French
German
Italian
Japanese
Korean
Norwegian
Portuguese (Brazil)
Russian
Spanish

The message i get is:
Some updates were not installed
Error(s) found:
Code 2

Sometimes, a language pack of the above seems to install fine, but shows up
again after rebooting as missing.

I have tried to reboot the computer before I install the language pack -
which did not seem to have an effect. If multiple language packs are
selected, and the first one fails, then all others fail as well.
