These 3 lines are just one address. If these lines are not Hyperlinked then:
Copy all 3 lines and paste in the Address bar. I tried it and Kb928366 could
now be downloaded.

Note: the steps I wrote were suggested by a Microsoft Support member. They
worked fine with me.

To avoid uninstalling Microsoft .NET Framework 2.0 and 3.0, and since this
update is a Hotfix for Microsoft .NET Framework 1.1, I considered removing
only Microsoft .NET Framework 1.1 Hotfix (KB886903) and then Microsoft .NET
Framework 1.1 using the “Windows Add/Remove Programs” tool.
When I tried to remove (KB886903), using the “Windows Add/Remove Programs”
tool, a dialog box kept telling me that the file “netfx.msi” is missing.
Using Window’s Search tool, I found this file in the folder were Microsoft
.NET Framework 2.0 was installed. So may be the conflict is between these two
softwares: Microsoft .NET Framework 1.1 Hotfix (KB886903) and Microsoft .NET
Framework 2.0
After all this, I didn’t try to uninstall Microsoft .NET Framework 1.1 using
the “Windows Add/Remove Programs” tool.

Step by Step Procedure to Install (KB928366) on Windows XP Prof. SP2:

Note: the reasonable way to uninstall this series of .NET Framework is to
uninstall them in the reverse order of their installation, doing this one by
one, and Restarting after each uninstall.
Step 1: using the “Windows Add/Remove Programs” tool, uninstall “Microsoft
.NET Framework 3.0” then uninstall “Microsoft .NET Framework 2.0”

Step 2: Download Microsoft Windows Installer CleanUp utility from:
http://download.microsoft.com/download/E/9/D/E9D80355-7AB4-45B8-80E8-983A48D5E1BD/msicuu2.exe
After saving the file “msicuu2.exe” to hard disk, double-click it to install
this tool on your computer.

Step 3: Remove “Microsoft .NET Framework 1.1” using the above Windows
Installer CleanUp utility, then Restart the computer.
Note: since the software “Microsoft .NET Framework 1.1 Hotfix (KB886903)” is
not listed in the “Windows Installer CleanUp utility”, it can’t be
uninstalled by this utility.
This is not a problem, leave and it will be replaced later on.

Note: even if the names of “Microsoft .NET Framework 1.1” and “Microsoft
.NET Framework 1.1 Hotfix (KB886903)” are still present in Window’s
Add/Remove Programs, don’t pay attention to them.


Step 4: Install .NET Framework 1.1 Redistributable Package and .NET
Framework 1.1 SP1
1. Download the Microsoft .NET Framework Version 1.1 Redistributable Package
and the updates from the following links and save them to the C drive (C :\)

Microsoft .NET Framework Version 1.1 Redistributable Package:

Microsoft .NET Framework 1.1 Service Pack 1:

Security Update for Microsoft .NET Framework, Version 1.1 Service Pack 1
(KB928366):
http://www.download.windowsupdate.com/msdownload/update/v319990518/cabpool/ndp1.1sp1-kb928366 x86_20112ef50011e0de2c0e3378139245d81a178b15.exe

2. After downloading the above 3 Microsoft .NET Framework 1.1 setup files
onto your computer, double-click the .NET Framework files to manually install
them one by one, in the order shown above. Then restart the computer.
Note: during installation of the above 2nd software (KB867460), if Windows
tells you that this software is already present, do you want to replace it?
Click OK.

Step 5: Use Microsoft Update to get the following softwares and their updates:

Microsoft .NET Framework 2.0
Microsoft .NET Framework 3.0
