I should note how I get this error: I open IE, Tools -> Updates. IE takes
2-3 minutes of checking if I'm using the latest update software, then I get
the error. So I don't get as far as selecting Express or Custom updates.

Also here is something interesting. When I get the error it gives me the
option to search for solutions - and I am directed here:

http://www.update.microsoft.com/windowsupdate/v6/showarticle.aspx?articleid=36&ln=en&IsMu=False

The final question asked to check out the Add-On called WUWebControl Class.
This is not listed in the list of Addons that have been used by IE.

Further googling leads me to belive that this computer is or was configured
to use WSUS.. I then found C:\Windows\Windows Update.log (note the space in
the file name).

This log has entries like this:

edgeeng was an old domain controller. The server is still active, but not as
a DC. Could this all be related!?
