0x80070005 = E_ACCESSDENIED
Now, why did the 'applicability evaluation for setup package' fail due to a Permissions issue ?

Was another antivirus program installed when the system was first updated, that AV was subsequently uninstalled, and now there's another AV installed ?

The system is attempting to update to the latest version of the Windows Update Agent. See if you can manually download the latest WUA and get that to install :

Windows Update Agent 3.0 [x86 - 32 bit]
http://download.windowsupdate.com/v7/windowsupdate/redist/standalone/WindowsUpdateAgent30-x86.exe

Windows Update Agent 3.0 [x64 or 64 bit]
http://download.windowsupdate.com/v7/windowsupdate/redist/standalone/WindowsUpdateAgent30-x64.exe

When the download completes close the browser and any other open programs.
*Right* click WindowsUpdateAgent30-xXX.exe [the XX is for x86 or x64] and choose 'Run as administrator'.

Did that get it installed ?
