Is the original installation file for Excel Viewer 2003 still residing on the system ?
If yes, then download the update from here and Save it:
http://www.microsoft.com/downloads/details.aspx?FamilyId=11F42977-8828-494A-A183-D1ABA827B708&displaylang=en
Close the browser and any other open programs.
Now install office2003-KB936508-FullFile-ENU.exe
If the answer is no, the update will never install. Uninstall Excel Viewer 2003 from Add/Remove Programs in the Control Panel first.
Then redownload it from :
http://www.microsoft.com/downloads/details.aspx?FamilyID=c8378bf4-996c-4569-b547-75edbd03aaf0&DisplayLang=en
Create a folder in My Documents and name it Office Viewers. Move xlviewer.exe to the newly created folder and then install it.
Now install KB936508.
Same goes for any Office Viewer [WordViewer, PowerPoint]
Any subsequent security update for Office Viewers will not install without the original installation package still present on the system.
