This solution worked for me as well, make sure you are running
WindowsUpdateAgent30-x86.exe with

/WUFORCE command-line parameter or else it won't install claiming it's
already there. Definitely don't waste money on a 3rd-party product to fix
this issue.

Worst case call Microsoft they provide free support tickets on windowsupdate
issues. (it might be email-only but they will work hard to help you resolve
the issue)

Thanks for the information. COM+ System Applications was shown in
Control Panel as "started". When I ran <WindowsUpdateAgent30-x86.exe>, I got
a message "Install is not needed since Windows Update Agent is already
installed". This is a similar result I got when following instructions in an
E-mail from a Microsoft Tech Support agent after I contacted MS Windows
Update Support on the MS website. Unfortunately, the agent seems to have
vanished from the Earth, as she has not replied to my follow-up E-mails
(which she requested I send).
I think the problem may be that the Windows Update Agent that was
installed on my computer during my full system recovery may have been
corrupted, and any subsequent attempts to reinstall the Windows Update Agent
recognize it is already there and don't go further. An unpalatable option is
for me to try the full recovery again, which means another two+ days of
reinstalling all of my software and network connections.
I have tried to find out how to remove the current Windows Update
Agent, but all I have found so far is a $39.95 program "XPlite" and if
removing and reinstalling Windows Update Agent does not take care of the
problem then I'm out 40 bucks and back where I started.
I'm open to suggestions. Thanks!

Save the file to a local directory then use the command prompt to locate the
exec and run it from the command line with the /wuforce option. that is if
you download it to a directory named c:\ftp, open the command window enter:
CD \ftp
then enter
WindowsUpdateAgent30-x32.exe /wuforce

Also be sure to check in control panel->administrative tools->services to be
sure COM+ System Applications is started.

After posting I found similar references, I reinstalled
WindowUpdateAgent30-x86.exe from the command line with the /wuforce option,
and then made sure the com services are started. Windows update is working as
expected, I retrieved and applied the 80 updates that where outstanding after
my disk repair.
