Hi;
Suggest you boot into Safe Mode, then delete the " ..\Windows\SoftwareDistribution" folder. You will lose your update history, but that isn't really much good anyway these days.
Once you boot back into Normal mode, verify that you have any 3rd party pop-up blockers and file transfer agents disabled. Then open IE and go to Microsoft Update again http://update.microsoft.com/microsoftupdate/v6/ Hopefully this time the necessary MU files will download/install.

Interestingly (and disappointingly), the update website keeps
prompting me to upgrade to Microsoft Update but will not let me. I
walk through the process (Start, review license, etc) and get to the
"Check for Updates" screen. I click on the button and it brings me
right back to the "Try Microsoft Update Today" page.
Both machines have all Windows OS updates installed (both critical and
optional).
