Is NAV part of NIS 2006, and have you made Norton the default Security Center (instead of WinXP's Security Center)?

Thanks, Freudi, for following up on this thread.
None of the users are password protected. The first user accessed is left
logged on and Fast Switch is used to log onto the second account.
The Event Log has many entries and a quick scan doesn't reveal anything
obvious (to me, anyway!). The problem with accessing the second account is
intermittent and doesn't happen as often now as it did a few weeks ago. I
have just accessed a secondon account a couple of dozen times -- all
successfully. Just when you want troubleshoot a problem, it doesn't happen.
The next time it happens, I'll check the Event Log immediately, and post any
pertinent results.
I know that PA Bear was suspicious about what running Registry Mechanic
might have done; however, it was run after the problem started to occur, not
before.
As a follow-up to the problem of being able to control the options of
Automatic Updates . . . After removing the Policies section in the registry
as suggested above, I was able to switch off automatic updates. However,
Norton AntiVirus 2006 detects this and gives a warning on bootup. If NAV is
allowed the "fix" the problem, it turns Automatic Updates back on. However,
the Automatic Updates are not greyed out, and other options can still be
selected. Maybe, and this is just conjecture, on the initial installation,
NAV installs the policy which I had in the registry.

I now have 3 user accounts - 1 administrator and 2 limited. It doesn't
really matter which account I access first -- it always connects without a
problem. When I try to access a second or third account, sometimes it
connects right away. Other times, it will start to load the account info
and then terminates back to the user selection screen. It may take 2 , 3
and as many as 10 attempts to get to the account's desktop. It almost
seems to balk when the welcome audio tune just starts.
Are there any hints (error messages) in the Event Log when you see
these issues? Start -> Run -> eventvwr.msc
Are you logging out the first user before the second one should
log in or are you using Fast User Switch?
Are these user accounts password protected or not?
