I've tried one of the problem updates with Process Monitor running (no
problems on Vista x64), and although I can work out where the error occurs by
checking against when the relevent log file entries are written, that still
leaves a few thousand entries, in which I can see nothing screamingly obvious.
What filter were you using? E.g. perhaps try filtering on the program
name which is doing the write to WindowsUpdate.log?
I also tried it with verbose logging enabled, and the first 'FATAL' entries
are as follows, only problem being that I have no clue what it means, even if
it is at all useful:
2007-02-12 00:30:21:579 532 11bc Handler FATAL: CBS called Error with
0x8007000b,
I suspect you are probably chopping off useful context here.
E.g. what was happening just before this?
Similarly if you find the write for this record in your ProcMon trace
what was happening before that regarding *other* file accesses
by the same program? Etc.
The rest of this will only be useful to someone who has access
to internal documentation. E.g. that would be where things like
CBS and 106 would be defined and described, as well as the
overall program flow.

I have exactly the same problem with Vista Ultimate. It installed updates....
perfectly until those released 29th January. It will happily install Defender
and driver updates, but will fail with all other updates, giving the same
0x8007000B error that you describe.
I've tried deleting SoftwareDistribution and reinstalling Windows Update,
and I've also tried it with and without a firewall, and with and without
Microsoft Update. I'm not using a proxy server (and another Vista build on
the same network works perfectly...).
See my reply to OP? Diagnosis suggestions given there,
e.g. use verbose log or ProcMon to find out which module
is causing the error code.
