The slow shutdown symptom is, I believe, only an issue if you've tried
opening a net-based prog (like e-mail and browser) or a net connection. These
are still trying to open and display when you engage the shutdown process.
I'm guessing that confuses the OS.
To try and figure out the problem, I had disabled all of McAfee by moving
the "McAfee" and "McAfee.com" folders to a Temp folder, and disabling all of
McAfee's Run commands that happen at boot up, then rebooting. My McAfee was
"gone", but all other problems persisted. I next uninstalled IE7, reverting
to v6, and still had all problems as previously described. I can confirm that
there is no uninstall option in Add/Remove Progs for the Root Certificate
Update. While on my work machine (from which I also made the first post to
this thread) I "chatted" with McAfee tech support, who would only tell me to
download the software again - not very helpful if I didn't have net access on
the troubled PC in question. They won't e-mail you the program EXE as an
attachment.
I managed to get things more or less back to normal with System Restore. Had
to do it via F8 on a reboot and choosing "last known good config". It got my
net access back (though IE was still screwed up because of my recent
uninstall until I did yet another reboot). I moved McAfee folders back to
Program Files (System Restore had restored the bootup Run commands). McAfee,
upon internet connection, downloaded Security Centre again, did a Virus Scan,
and some other updates to itself, but the McAfee Security Centre STILL
wouldn't open (it seemed to still get stuck in an endless initialization
loop). I ultimately had to download the entire McAfee Suite again and
reinstall. Everything is now back to "normal".
The Root Certificates Update is an optional one (not labelled "critical" by
MS). I would strongly suggest NOT downloading it. I will also apply the
5-step procedure described below, which will hopefully help keep this demon
at bay. I think it would also be prudent to disable Window's Automatic
Updates feature, and just periodically do a "Custom" update manually - that
way you have control over what updates you get and when you wanna devote the
bandwidth to getting them (an issue for me, since I live in a rural area with
only dialup access).

1.Click Start, and then either click Control Panel, or point to Settings
and then click Control Panel.
2.Double-click Add or Remove Programs.
3.Click Add/Remove Windows Components.
4.Scroll down the list of components to Update Root Certificates, and
make sure the check box for that component is cleared.
5.Follow the instructions to complete the Windows Components Wizard.

Please note: I haven't followed the above steps myself (because system
restore fixed the problem for me) so I do not know what the outcome will be.
This method may just be a way to prevent automatic updating of the root
certificates...
As an added follow-up, I have experienced the same symptoms Oliver has
described each time I try to install the root certificates update from
windows update (and subsequently do a system restore to restore
functionality). I am unable to use Microsoft Outlook (doesn't load or
display), shutting down takes an extremely long time, and McAfee Security
Center does not open and display, nor does Webroot SpySweeper. At first, I
thought maybe the problem was caused by my security software being
overprotective during the update, so I tried disabling both of them during a
fresh download from Windows Update, but the problems still occured after
reboot. Only way I was able to get back to "normal" was through system
restore.

I too am having the exact same problem as described by the earlier posts, but
it only affects 1 of my 2 computers. My desktop PC with Windows XP SP2 and
Internet Explorer 7 experiences this problem after updating, but a laptop
with the same configuration does not. On the desktop PC, after installing
the "root certificates update" from Windows Update and rebooting the
computer, I was unable to connect to the internet and the only way to restore
functionality was to do a system restore.
Any thoughts as to what might cause this problem?
FYI, I double-checked to make sure this issue wasn't related to the .net 3.0
update which appeared on Windows Update at the same time as this one and have
verified that .net is not the cause (.net 3.0 is currently installed on both
the desktop and laptop without any problems).

Yes I run the Pro x64 edition the problem was you need to install all prior
updates including MediaPlayer11 sad but true. As well as being updated you
must download the Microsoft .NET Framework Version 2.0 Redistributable
Package (x86). Pro x64 edition users needs a different package look for it it
is there as well as a standalone download too for offline install if wanted.
