That would be a nice idea if it were possible and practical, but its not.
Backwards compatibility is important and works to a point, but for "EVERYTHING", it is just not possible.
The hardware and software manufacturers decide if they want their products compatible and go from there.
People should not upgrade to Vista simply because it is available.
They should only upgrade if there is some benefit for them.
Have you contacted the manufacturers of hardware and software you have concerns to see what their plans are?
The older something is, the less likely it will be supported.

I don't mind if there's an update here or there or a small bug fix but if
Microsoft would read some of the posts everyone has put up on this site, they
would find out that Vista has some many flaws that you can't do even half the
things you would in XP. For example many people have ipods. On some
people's computers that are running Vista, they don't work. But here's one
main suggestion. If Vista has to come out now for whatever reason, just let
there be an update that allows Vista to be completely compatible with all of
XP's software, hardware, and accessories. This should include all mp3
players, music players, mice and keybords, cameras, virus protection, and
EVERYTHING else that worked before people go out and spend $200 on software
that restricts them from doing these things. It makes everything easier if
the people making the product actually thought about the essential things
first and then all the nice extra features.
