As you know I am not a computer expert but I think I can speculate as
to what happened.

In my case the computer went away for a day's holiday to the local
repair shop. When it came back I could no longer open the System
Volume Information folder. Access denied. Everything else worked after
I had reinstalled my programmes, except I had lost my partition
structure. I was not aware of any limitation of my User Profile. I
could download Windows Updates and do whatever I wanted, except I
could not open any System Volume Information folder. Using the
Administrator in Safe Mode to extend the permissions for my usual User
Profile enabled me to take ownership of one System Volume Information
folder and immediately I was once again able to access all System
Volume folders.

In this case you suggested using the Safe Mode Administrator to change
the other User Profile and method 3 may be likened to taking ownership
of a folder / file. It seems likely that you may not be correct when
you say "Then the User Account that you were attempting to install
from does *not* have Admin privileges." In my case it lost ownership
of one series of folders and needed Special Permissions to regain
ownership.

A Safe Mode Administrator has Special Permissions, namely to Change
Permissions and to Take Ownership. The Windows Update Registry is a
protected key. I would suggest that somehow the User Profile with
Administrator's Rights lost it's permission to access the key and
method 3 restored it's right of access.
