So what Gerry suggested resolved the issue ? Then the User Account that you were attempting to install from does *not* have Admin privileges.
By Default, Windows Updates will only install with an account that has such privilege. By resetting the key by using Method 3, anyone can now install updates :http://support.microsoft.com/kb/316524/

Windows Installer does not appear in the Cleanup Utility, nor does any

If the OS is Windows XP Home, then you'll need to boot to Safe Mode and
logon with a User Account that has Admin privileges to be able to access
the Security tab in Method 3.

If those fail then download the Windows Installer CleanUp utility -
http://support.microsoft.com/kb/290301

Run it and only have it remove info for the Windows Installer 3.1
(KB893803v2)
If there's another version installed, uninstall that from Add/Remove
Programs in the Control Panel.
Reboot the system.
Download KB893803v2 and save it -
http://www.microsoft.com/downloads/details.aspx?familyid=889482FC-5F56-4A38-B838-DE776FD4138C&displaylang=en

Close the browser and then install it.
