IE7 Automatic Update failed - Update is not allowed to download due to regulation

As above.

I googled for that error text, and found a link to a news article
refering to an article on ZDNet - Critical Windows patch may wreak PC
havoc.

This in turn pointed me to a microsoft support article
http://support.microsoft.com/kb/909444.

I have made the permissions changes necessary including bypass traversal
and stopped and restarted the automatic update service and still this
error persists.
