Ive rebuilt the string tables, for fun...
But still running into the same problems, if I load the updates (which seems
to go fine) and reboot.... machine starts up very quickly, doesn't load all
services or programs and explorer cannot be started (or rather it'll start
very briefly, flash the task bar and then quit without an exception)
I can start

registering the dll noted below makes no difference.

Hm, do you have the exact error message for us? Have a look into the
Event Log (Start -> Run -> eventvwr.msc).
