WSUS seems to start working after deleted the SoftwareDistribution
folder. It installed some of the patches. After the reboot all the
patches installed. Thanks.

Try registering :

regsvr32 softpub.dll
regsvr32 initpki.dll
regsvr32 mssip32.dll

Restart the system and revisit WU.
If that doesn't resolve the issue then suggest you post to :
