There is no WINDOWS\ServicePackFiles folder. Can or should I delete the
setupapi.log?

In HKEY_CLASSES_ROOT hive, Everyone is the only one listed in Permissions.
It has Full Control and Read already checked. How do I add Administrators
and System?
If I click Advanced, under the Owner tab, under “Current owner of this item”
is Administrator.
under “Change owner to:” Administrator and Judy are listed.

I am the only user. I am Administrator and Judy. In User Accounts in the
Control Panel, it has Judy Computer Administrator (and the Guest).
Administrator per se does not show, only in Safe Mode.
I Login when windows starts using Judy. Do I need to take the login off to
install SP2?

First off, empty your UserAccount Temp folder located at
Documents and Settings\<YourUserName>\Local Settings\Temp

Make sure there is no WINDOWS\ServicePackFiles folder.
If there is, delete it.
Then defragment the system.

regedit
Click OK

Instead of resetting permissions one subkey at a time, right click the
HKEY_CLASSES_ROOT hive and choose Permissions.
Everyone should be the only Group or User listed, according to the
registry error you posted.
Does Everyone have Full Control and Read permissions ?

Add the Administrators and System and give them the same permissions.
Then install SP2.

Remove Admin and Sys afterwards whether SP2 installs or not.
Defrag the system if it does.
