The issue is with NAV 2004. As to why ... could it be that it's poorly written with little or no understanding of how Windows functions ?

Seriously. If you want the system protected and have a stable OS, uninstall NAV and obtain a AV that actually does what it claims to.
There are free AV's that function and protect very well.
Avast and AntiVir are two that I'd recommend.
Then there are free trial versions offered in conjunction with MS.
One of those is eTrust, from Computer Associates. It's good for one year: http://go.microsoft.com/?linkid=1237002

You *may* find uninstalling NAV 2004 difficult and certain Windows functions are broken. Comprehensive instructions for uninstalling NAV and fixing the issues are here : http://basconotw.mvps.org/SymRem.htm

If any changes were made, remember to click Apply, then OK when closing Internet Options.

As the error message states, ERROR_INTERNET_CANNOT_CONNECT, *some thing* is blocking the system from connecting to the Update site.

What is the installed antivirus ?
Are there any security programs installed that may be interfering with the system's ability to connect ?

Check the WindowsUpdate.log located in WINNT for any more error codes.

... Windows Update error code seen during the download of updates or accessing
the Windows Update site, and is generally related to third party firewall applications blocking SVCHOST (Generic Host Process for Win32) communication and/or a proxy server blocking the communication.
Modify the rules on the firewall to allow SVCHOST to pass.

Are IE's settings the same on both systems ? Suggest you check via Internet Options in the Control Panel and compare the settings of sites in the Trusted zones by clicking the Custom Level button.
