But when I run Windows Update again it shows kb916281 and kb917344 as outstanding critical updates despite prior confirmation of successful install (checked on installation history) as well as showing kb918547 as outstanding critical update.
Are KB916281 and 917344 listed in Add/Remove Programs in the Control Panel as being installed ?
If you show hidden files, folders, and system files :

and then navigate to the WINDOWS folder, you should find KB916281.log,
KB917344.log, and KB918547.log.
Copy and paste them into your reply.
Also, the Event Viewer may provide clues as to why they're not installing. Go to Start, Run, type in
eventvwr.msc
Click OK
Click on Application and look under Type for Error, with the Source being MsiInstaller.
Double click the Error(s) listed for MsiInstaller for possible clues.
Then check the System Event log for errors with the Source being
Windows Update Agent.
You can copy and paste any located errors from the Event Viewer by clicking the file icon under the up and down arrows into your reply.

ARP is Add/Remove Programs in the Control Panel. The updates listed there *should* be able to be removed.
Is System Restore functioning ? Suggest you follow the steps laid out here to find out if it is irreparably broken :

Did you attempt RESTORING the registry to a known, good copy ?I don't think that it is a Registry problem as I have checked registry using Scanreg and am told that no errors found.
Checking the registry does not restore a known good.

If you utilized System Restore, the previously installed updates are no longer present and need to be reinstalled.
Strongly suggest you use Add/Remove Programs to uninstall problematic updates instead of SR.

Both articles recommend running the registry checker.
Method 3 in the second article provides a means for renaming the restore directory so that it can be rebuilt automatically by Win ME.

When I went back to Windows Update and try to download and install kb918547 again it again fails to install.
It also shows the other 4 programs as critical updates even though they were successfully downloaded and installed (confirmed on installation history)
What do I need to do to fix this problem? I have tried the web & Microsoft pages but cannot find the solution.
I did manage to run system restore once but the restore did not work. I now cannot access system restore - when I try it says that I need to reboot but after reboot and passing problem described above system restore gives the same message ie: need to reboot.
