First, show hidden files, folders, and system files :

Then navigate to the WXP_%lcid%_v1 folder located at

The folder for German (Germany) should be named :

wxp_x86_0407_v1

For the following German versions, these should be the corresponding number (%lcid%)of the folder :

German (Austria)- 0c07

What is the number of the wxp_x86_xxxx_v1 folder ?

The other language identifier is present in the Update.inf file of the update package. From where did you obtain the update ?

(I think the whole think was trigger when I had a chinese-language-learning programm installed which may have changed some settings/and or replaced some files which trigger windows update into failure..)
