Hi Bill, 1492 is normal for DSL. Okay, it appears not to be the new modem.
Some other things for you to consider:-
When accessing the Update site, you receive the 0x8ddd0004 error
http://update.microsoft.com/windowsupdate/v6/showarticle.aspx?articleid=36&ln=en&IsMu=False
or
1. Make sure you are logged in as an Administrator (if you are not the
Administrator, then log in as an Administrator and try Windows Update again).
2. Make sure your firewall is not blocking the Update site and check any pop
up stopper programs.
3. Now check in IE tools\manage add-ons (Win XP SP2 only) making sure that
WuWebControlClass is enabled. (Select "Add-ons that have been used by
Internet Explorer" in the "Show:" drop down list)
4. You may also wish to check c:\windows\Downloaded Program Files to see if
anything is corrupted there.
5. Make sure you accepted the Microsoft Trust Certificate
To turn on automatic updating of trusted root authority certificates

In Control Panel, open Add or Remove Programs
Click Add/Remove Windows Components.
Select the Update Root Certificates check box.
Click Next, and then click Finish.

... To open Add/Remove Windows Components, click Start, click Control Panel,
click Add or Remove Programs, and then click Add/Remove Windows Components.
6. Check security settings, make sure they are not set too high
7. Delete cookies and temp files
8. Re-register these files, by clicking
Start, Run and typing:-
REGSVR32 wuapi.dll
REGSVR32 wuaueng.dll
REGSVR32 atl.dll
REGSVR32 wucltui.dll
REGSVR32 wups.dll
You should receive a successful message after each one.
Try Windows Update Again.
If that hasn't helped you may need to re-register some more files:-
net stop cryptsvc
regsvr32 softpub.dll
regsvr32 wintrust.dll
regsvr32 initpki.dll
regsvr32 dssenh.dll
regsvr32 rsaenh.dll
regsvr32 gpkcsp.dll
regsvr32 sccbase.dll
net start cryptsvc
You should receive a successful message after each one.

I followed the link you sent, and tried everything on that page except the
instructions specific to a WinNT machine.
I went into setup page for the LinkSys Router and activated manual MTU : it
defaulted to a setting of 1492 which I have no idea is appropriate or not.
I disabled every single browser helper and NAV add-on to IE6. Then
re-tested.
Same thing : with wuweb.dll disabled I can get to the update page but then
get the Information page with the 0x8DDD0004 error.
With wuweb.dll enabled, the browser will freeze within three seconds of
trying to load the page and mouse events are not reacted to. The Process
Manager shows the web-browser as 'Running' but it has to be shut down from
the Process Manager.
What is the role of muweb.dll ?

3. re-started IE, linked to Win Update site
Frozen page again.
Tried Control Panel/ Remove Add Windows Components/ refreshing Trusted
Site
Security per advice on this group. No error.
Tried downloading and re-installing Win Updater per instructions on this
group. No error : but gives message saying it's already installed.
I have played with disabling Norton's Firewall. No difference.
Suggestions ?
