Thanks Robin, but my scanner is an Epson and even with virtually no
startup programs loaded, the delay is still there.

How would I go about disabling DEP anyway please?

I don't know how you could completely disable it, but here
is how you can get to Data Execution Prevention:

start > control panel > Performance and Maintenance > System >
Advanced tab > Performance Settings > Data Execution Prevention tab

Be sure that "only essential Windows programs and services" rather than
"all programs and services except those I select" is chosen.
