Windows automatic updates will only try to download updates when it detects
that your internet connection is idle, so that it does not interfere with
your work. Maybe you are online for such short periods that it never finds
a suitable time.
It ought to run a check every time you go online, to see what is waiting,
but any downloads scheduled would tend to wait for periods when the
connection is idle or very lightly loaded.
It's a pity that there isn't a user interface for getting Automatic Updates
to "try now".
